MINISTRY OF EDUCATION, YOUTH AND SPORT ADDITIONAL FINANCING FOR GENERAL EDUCATION IMPROVEMENT PROJECT (GEIPAF) Project No: P181347 INVITATION FOR BIDS SUPPLY, DELIVERY, AND INSTALLATION OF ICT EQUIPMENT FOR SCHOOLS IN REGIONAL 1 Identification No: MoEYS-GEIPAF-NCB-G-005 The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Additional Financing for General Education Improvement Project (GEIPAF), Ministry of Education, Youth and Sport (MoEYS) and it intends to apply part of the proceeds of this Credit to payments under the Contract for Supply, delivery, and Installation of ICT Equipment for Schools in Regional 1, Ref: MoEYS-GEIPAF-NCB-G-005. The Additional Financing for General Education Improvement Project, MoEYS, now invites sealed bids from eligible and qualified bidders for Supply, delivery, and Installation of ICT Equipment for Schools in Regional 1, Ref: MoEYS-GEIPAF-NCB-G-005 The bidder evaluation and qualification criteria are included in Section II of the bidding document. Bid evaluation and contract award will be on a Package-wise basis. Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the World Bank. This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the link given below from 08 June 2026 to 13 July 2026 from 08:00-12:00 and 13:30- 17:30 hours (Cambodia Standard Time). Qualification requirements specified in ITB Sub-Clause 14.2 of the bidding documents include: The Bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years (2023, 2024 & 2025) of a value each contract not less than USD 500,000.00 The Bidder has completed contracts in the preceding two years (2024 & 2025) and total cumulative amount equal to at least USD 2,000,000.00 The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods. The Bidder has availability of liquid assets through either: (a) access to a line of credit or cash in bank account of an amount at least USD 500,000.00 or (b) credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.
