(1) Vendor needs to provide financial structure analysis service to the government authority located in IA.• 1. Analysis of the current malpractice financial structureI. An assessment of applicable Iowa medical malpractice laws, the 28E agreement, and historical malpractice claims experience.II. An evaluation of the current policy dollar amounts, the agency structure, and the malpractice funds flow in light of the size, complexity, and scope of services provided by agency.2. Provide a recommendation whether to:I. convert the agency company to a captive Insurance company under recently enacted Iowa Code Chapter 521J.II. dissolve the agency company and full self–insurance up to the 28E agreement thresholds.III. continue under current governance, policy structure, and financial framework.3. Provide a malpractice risk index for each medical and surgical specialty that can be used to determine premium levels to charge to departments and specialties within agency.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 23, 2026.
