Country: Republic of Moldova Loan No. 9672-MD/Credit No. 7538-MD RFB No: MRCP/W2/01-02 Issued on: May 29th, 2026 The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Rural Connectivity Project and intends to apply part of the proceeds toward payments under the contracts for Procurement of Rehabilitation Works on Corridor 24 under LOT 1 : Contract MRCP/W2/01: Road G133: Section 1 : G132 – Tartaul – Goteti – R34, km 0+000 - km 14+920 and Section 2: Road G132: R35 – Baimaclia – Taraclia de Salcie – R32, km 14+220 - km 20+350. LOT 2 : Contract MRCP/W2/02: Road G131: Section 1 : R35 - Bobocica - G132, km 0+000 - km 12+000 and Section 2 : Road G131: R35 – Bobocica - G132, km 12+000-km 22+110. Bidder can Bid for any one lot or for both the lots. The J.S.C. ”National Road Administration” (NRA) now invites sealed Bids from eligible Bidders for the rehabilitation works under MRCP/W2/01-02, inclusive of all the necessary road improvement activities such as earthworks, road pavement rehabilitation/widening, repair works to structures, intersections, structures, drainage, incidental and safety facilities, road marking, signing and sidewalks, rearrangement of engineering services, etc. The Scope of Works includes as provided below: The rehabilitation of Corridor 24 comprises three regional roads “G”. The route passes the Cantemir district. Lot 1 Section 1: Rehabilitation of G133 road – section km 0+000 – km 14+920. The project starts at the intersection with road G132 (km 14+220) – Tartaul village, and follows through road G133 up to km 14+920 – intersection with republican road R34 (km 100+078), village Goteti. The road passes villages Tartaul, Victorovca, Ciobalaccia and Flocoasa. Section 2: Rehabilitation of G132, km 14+220 – km 20+350. The project starts at the intersection with road G133 (km 0+000) – Tartaul village, and continues up to km 20+350 – intersection with regional road G131 (km 22+110), village Baimaclia. The road passes villages Tartaul and Baimaclia. Lot 2: Section 1: Rehabilitation of regional road G131, km 0+000 – km 12+000, and Section 2: Rehabilitation of regional road G131, km 12+000 – km 22+110. The project starts at the intersection with republican road R35 (km 14+216), Viniovca village, and follows through road G131 up to km 22+110 – intersection with road G132 (km 20+350) – Baimaclia village. The road passes villages Viniovca, Bobocica, Enichioi and Baimaclia. The main works for rehabilitation consist of the following quantities: Lot 1: “Rehabilitation of Corridor 24: Section 1: G133 G132 – Tartaul – Gotesti – R34, km 0+000 – km 14+920, and Section 2: G132 R35 – Baimaclia - Taraclia de Salcie - R32, km 14+220 – km 20+350” Over 145.000 cub. m of earthworks; Over 9.700 cub. m of asphalt concrete milling to any depth; Over 126.000 square meters of foundation layer mixture of cement stabilized aggregates (cold recycling); Over 37.000 tons of asphalt; Over 12.000 square meters of Double bituminous treatment; Four bridges rehabilitation; Over 1.090 linear meters of culverts construction at different diameters; Over 13.900 linear meters of paved waterways; Over 1.800 linear meters of guardrail installation; Over 540 pcs of signs installation; Over 12.000 square meters of road marking application; Over 17.800 square meters of sidewalk construction; 13 bus station installation, including ancillary works; Utilities rearrangement as road illumination, communication cables, gas pipes, and underground water supply. Lot 2: “Rehabilitation of Corridor 24: Section 1: G131 R35 – Bobocica – G132, km 0+000 – km 12+000, and Section 2: G131 R35 – Bobocica – G132, km 12+000 – km 22+110” Over 236.000 cub. m of earthworks; Over 2.400 cub. m of asphalt concrete milling to any depth; Over 21.000 square meters of foundation layer mixture of cement stabilized aggregates (cold recycling); Over 42.600 tons of asphalt; Over 26.900 square meters of Double bituminous treatment; One bridge rehabilitation; Over 1.000 linear meters of culverts construction at different diameters; Over 25.100 linear meters of paved waterways; Over 7.800 linear meters of guardrail installation; Over 490 pcs of signs installation; Over 13.000 square meters of road marking application; Over 9.700 square meters of sidewalk construction; 10 bus station installation, including ancillary works; Utilities rearrangement as road illumination, communication cables, gas pipes, and underground water supply. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing; Goods, Works, Non-Consulting and Consulting Services,’ dated September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 10 % technical factor and 90 % for the Bid cost. Interested eligible Bidders may obtain further information from National Road Administration and inspect the Bidding document during office hours - between 09:00 to 16:00 hours at the address given below. In order to receive the Bidding documents, any amendments or clarifications to the Bidding Documents, the interested Bidders should register by completing the following Registration: http://files.asd.md/Directia_investitii/Registration_Form_BDs_Corridor_24.pdf Completed Registration Form shall be submitted to Employer’s Project Officer via the email provided below. Registration will be completed when a potential Bidder receives a registration number from the Employer. The potential Bidder may elect on the Registration Form to receive the Bidding Documents, or any amendments or clarifications to the Bidding Documents, in the following manner: free of charge via e-mail on submission of a request at the address below, and free of charge in electronic format at the address below. Bids must be delivered to the address below on or before 10:00 a.m. local time July 14th, 2026 . Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened immediately after bid closing time in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on TIME July 14th, 2026 . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a: (i) Bid-Securing Declaration; (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and (iii) Local Labour Method Statement. Attention is drawn to the World Bank Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
