(1) Vendor needs to provide on– and off–street paid parking solution, including revenue collection, parking enforcement, and permit management.– The Contractor will collect parking revenue and shall manage coin collection equipment as needed– The City's paid parking program will utilize a Pay–by–Plate approach, requiring users to enter them license plate number and desired parking duration at a pay station, meter, or via a mobile application.– The Contractor is also responsible for implementing and maintaining a mobile payment application, either Park Mobile or Pay By Phone– The mobile application should support both account–based and guest transactions.– The Contractor will design, produce, and install all necessary signage for mobile payment zones, ensuring consistency in location codes across platforms.– “Back–Office System“ means the Contractor–hosted software platform used to manage, integrate, monitor, and report on parking payment equipment, mobile payments, permits, enforcement activity, short–term parking technology, revenue, maintenance status, and related program data– “Control Center“ means the central facility used mainly for service monitoring and operations control and for collecting, storing, consolidating, and processing the information obtained from various elements of the parking management, agents, employees, service providers, communications systems, and related elements– “Pay–by–Plate“ means a parking payment and enforcement configuration in which the vehicle license plate serves as the primary identifier for a parking session, permit, citation, or enforcement transaction.– For short–term parking spaces the City is evaluating two technology scenarios:1. inground parking sensors at those specific parking stalls or2. single–space meters at those specific parking stalls.(2) All question must be submitted no later than August 24, 2026.(3) Contract term will be for three years.
