(1) Vendor needs to provide community development block grant and home investment partnerships program administration consulting services to the government authority located in Newport News, VA.– Support annual and multi–year planning activities, including development or updates to the consolidated plan, annual action plan, citizen participation materials, and related public notice documentation.– Assist with setup, maintenance, drawdown support, and data quality review in Integrated Disbursement and Information System and related reporting systems.– Review proposed activities for eligibility, national objective or home compliance, underwriting considerations, subsidy layering support, and environmental review coordination, as applicable.– Monitor subrecipients, contractors, and other funded entities for regulatory compliance, performance, financial management, recordkeeping, and contractual requirements.– Develop or refine policies, procedures, templates, checklists, risk assessment tools, and file documentation standards for and home program administration.(2) All the questions must be submitted no later than August 28, 2026.
