Shelter Operator

Washington County is requesting proposals from qualified organizations to provide Supportive Housing Services Shelter Operations to people experiencing homelessness or at risk of homelessness in Washington County. Washington County recently purchased the Aloha Inn hotel and is in the process of purchasing the Econolodge. The County plans to convert both hotels into shelters for housing homeless individuals. All non-congregate shelter beds are reserved for adults singles, falling into the following categories: Individuals who are COVID positive. Individuals who have had close contact with COVID-positive individuals. Individuals who are awaiting test results. Houseless individuals in need of non-congregate living in order to maintain physical distancing. Through this procurement, the Department of Housing Services (DHS) is seeking a shelter operator(s) (“Suppliers”) to contract with the County to provide services to support shelter operation at the locations, indicated above. For Aloha Inn hotel, the contract phase will be from July 2021 through January 2022. The County is in the process of purchasing the Econolodge off Highway 8 in Hillsboro, should the transaction be completed as expected the contract phase will be from July 2021 through June 2022. Both may possibly start earlier to ensure operational readiness. Contract(s) will be issued directly as a result of this RFP process. Following this process, DHS will initiate contract negotiations with selected Supplier(s). The County must finalize purchase, zoning, and financing prior to any contracts being signed.
