(1) Vendor needs to provide coordinated public transit–human transportation plan services to the government authority located in Lowell, MA.– The Coordinated Plan identifies the transportation needs of older adults, people with disabilities, and people with low incomes; inventories the public, private, and nonprofit transportation services available to them; provides strategies for meeting unmet needs and improving coordination among providers; and prioritizes those strategies for funding and implementation.– The Consultant will design, administer, and analyze a community needs survey for riders, potential riders, caregivers, and the general public.– Service type, service area, and eligibility; – Days and hours of service and advance reservation requirements; – Trip purposes and destinations served, including out–of–region trips; – Fleet size and number of wheelchair–accessible vehicles; – Annual trips and recent ridership trends; – Destination and service–area mapping, hosted as an online web map. – Interpretation of mapping results. – The Consultant will develop strategies, activities, and projects to address the needs and gaps.– Accessible vehicles and equipment, and operating assistance; – Mobility management, travel training, and rider information and navigation; (2) All the questions must be submitted no later than November 5, 2026.
