REQUEST FOR EXPRESSIONS OF INTEREST SAINT LUCIA Assignment Title: Consultancy Services for the Preparation of the Castries Urban Stormwater Management Plan Reference No .: SLU-SURFIN-STMWTR-QCBS-26 The Saint Lucia Urban Resilient Flood Investment Project (SURF-IN) is financing flood mitigation investments in Castries and Anse La Raye. The Pre-Feasibility Study undertaken by HR Wallingford has revealed a critical data gap: the absence of stormwater drainage maps and detailed operation and maintenance plans for Castries. Responsibilities for drainage infrastructure remain unclear between the Castries City Council (CCC) and the Ministry of Infrastructure, Ports Services, Energy (MIPSE). Preliminary hazard modelling has demonstrated correlations between poor maintenance regimes and flood risk, underscoring the need for improved drain de-siltation and solid waste removal. The establishment of an Urban Stormwater Management Plan will improve maintenance procedures, strengthen inter-agency coordination, enhance budgetary processes, and guide investment prioritization. Castries has separate storm water and sanitary waste drainage systems. The proposed Plan must take adequate account of future climate scenarios as well as current conditions to ensure investments perform effectively throughout their design life. The Task and Deliverables proposed for this assignment pertain only to the storm water management system. The consulting firm will work under the direction of the Ministry of Economic Development and Youth Economy to: Develop a comprehensive GIS-based drainage asset inventory and management database for the Castries urban area Establish clear delineation of maintenance responsibilities between CCC and the MIPSE Assess current drainage network condition and identify accumulated deferred maintenance requirements Develop an optimized maintenance management plan with realistic resource requirements Recommend structural improvements and equipment needs to enhance maintenance efficiency The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below and also attached with the REOI. The Ministry of Economic Development and Youth Economy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The shortlisting criteria are: At least five (5) years’ experience in providing consulting services in urban stormwater drainage management, flood risk management, drainage infrastructure assessment, or infrastructure planning. Demonstrated experience in at least two (2) similar assignments involving GIS-based drainage or utility asset inventory, network mapping, spatial database development, and preparation of GIS deliverables. Demonstrated experience in at least two (2) assignments involving inspection and condition assessment of open and closed drainage systems, including identification of blockages, sediment/debris accumulation, flow restrictions, and damaged drainage assets. Demonstrated experience in at least two (2) assignments involving preparation of drainage maintenance management plans, including maintenance districts, inspection schedules, resource/equipment requirements, deferred maintenance assessment, and O&M budgeting. Demonstrated experience in at least one (1) assignment involving climate-resilient drainage planning, coastal/tidal drainage influences, groundwater monitoring, or groundwater-surface water interaction. Demonstrated experience in stakeholder consultation and institutional coordination for public infrastructure assignments, including coordination between government agencies, communities, or affected property owners. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. In the assessment of submissions, consideration will be given to technical competence, qualifications and experience including local and regional. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.15, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower (paragraph 3.17 of the Procurement Regulations). Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
