(1) Vendor needs to provide comprehensive wastewater collection system master plan, impact fee facilities plan, impact fee analysis and rate study consulting service to the government authority located in UT.– To obtain planning, engineering analysis, financial, and regulatory compliance services• This procurement is intended to obtain planning, engineering analysis, financial, andregulatory compliance services.• Task 1 – Project Management– Overall project management and coordination– Regular communication with agency via monthly progress meetings– Development and maintenance of project schedule– Quality Control / Quality Assurance (QA/QC) procedures• Task 2 – Stakeholder Engagement– Coordinate with stakeholders to obtain:o Anticipated future densitieso General Plan updateso Planned redevelopment areaso Infrastructure planning documents– Prepare meeting agendas and facilitate meetings as necessary• Task 3 – Flow Monitoring• Task 4 – Flow Characterization• Task 5 – Inflow & Infiltration (I&I) Analysis– Obtain and evaluate winter water data– Obtain precipitation data and compare to system flow rates• Task 6 – Model the Existing System & Identify Deficiencies– Review, update and optimize the District’s existing hydraulic model– Model shall be developed in the latest version of agency– Establish collection areas and develop average and peak loading rates– Calibrate and validate the existing conditions model• Future Conditions Modeling & Growth Area Analysis• Capital Facilities Plan• Impact Fee Facilities Plan(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 30, 2026.
