(1) Vendor needs to provide bond counsel services to the government authority located in Elizabeth, NJ.• Prepare or review bond ordinances and assemble the certified record of proceedings required under the local bond law and other applicable law.• Prepare resolutions, notices, closing documents, legal opinions, and other instruments required for the issuance and sale of bonds and notes.• Coordinate with Borough officials, the auditor, financial advisor, underwriters, purchasers, and other professionals in connection with financings.• Review applicable portions of official statements and provide advice regarding municipal securities, federal tax and arbitrage requirements, and continuing disclosure obligations.• Attend bond or note sales and closings when required and provide legal advice concerning the validity and issuance of borough obligations.(2) All the questions must be submitted no later than Oct 19, 2026.
