(1) Vendor needs to provide strategic planning consultant services.• Development of a three to five – year strategic plan that defines mission, vision, and organizational goals as it positions itself to develop and rehabilitate affordable housing• Conduct an organizational assessment, including a review of existing organizational structures, policies, operations, programs, staffing, and service delivery• Develop a comprehensive portfolio and asset management strategy addressing the preservation, development, positioning, and long–term sustainability• Assess human capital and workforce development needs, including organizational structure, staffing capacity, leadership development, succession planning, employee development, and strategies to support organizational effectiveness.• Develop strategies for resident and community engagement, including strengthening relationships with residents, community partners, local government, stakeholders, and other organizations supporting mission.• Facilitate the identification of strategic priorities, goals, measurable objectives, performance indicators, and desired outcomes based on the organizational assessment and strategic planning retreat.• Provide optional follow–up services, upon request, to support implementation of the strategic plan, organizational development, leadership support, grant opportunity identification, and other strategic initiatives identified through the planning process.(2) All questions must be submitted no later than October 22, 2026.
