(1) Vendor needs to provide housing needs assessment service to the government authority located in Waterford, MI. • Project initiation, work plan, and data inventor– Conduct a kickoff meeting with Township staff and relevant departments to confirm goals, decision–makers, project schedule, communications, review procedures, and grant–related requirements. – Prepare a detailed work plan identifying tasks, methods, responsible personnel, milestones, deliverables, review periods, dependencies, and public/stakeholder engagement.• Housing and demographic baseline• Housing market, supply, demand, and affordability analysis– Analyze current and recent trends in home values, sales, rents, rental availability, housing production, permits, tenure, vacancy, and other indicators relevant to supply and demand, using appropriate data sources and clearly stated periods.• Housing conditions, preservation, and local data review– Work with Township staff to review available building, code enforcement, rental inspection, permit, tax foreclosure, rehabilitation, and property–condition records, subject to lawful access and data limitations.• Disaster impacts, hazard exposure, and housing resilience– The Consultant shall use the best reasonably available information and clearly distinguish verified disaster damage from modeled risk, reported impacts, and inferred vulnerability.• Special needs, homelessness, fair housing, and access• Policy, program, and implementation review• Community and stakeholder engagement• Needs forecast and prioritized housing action plan• Draft, final report, presentation, and handoff(2) All questions must be submitted no later than November 9, 2026.
