RFP #TLARC-26-791 - Short Term Rental Program Management System and Support Services

The County of Riverside Purchasing Department on behalf of the Transportation and Land Management Agency ("TLMA") Planning Department, is seeking proposals from qualified companies for Program Management System and Professional Support Services to support the regulation of the County's Short-Term Rentals (STRs) Program in compliance with Riverside County Ordinance no. 927. The scope of this requirement includes provision, maintenance, and support of a comprehensive system (software or web application) that includes facilitation of the County’s Short-Term Rental program certificate application process, identification and resolution of unpermitted/expired STRs, tracking and mapping of all existing, new, and unpermitted STR locations, fee collection, certificate management, and other responsibilities pertaining to the overall enforcement of the program. The purpose of the Short-Term Rental Program as regulated by Ordinance No. 927 is to ensure public safety, facilitate economic development, and maintain stability of long term/permanent housing inventory and costs in the unincorporated area of Riverside County. TLMA’s Planning and Code Enforcement Departments act as the administrative enforcement arms of the County’s STR program in accordance with County Ordinance 927.
