(1) Vendor needs to provide capital project management services to the government authority located in Coachella, CA.• Provide comprehensive capital project management services for the evaluation, planning, design, procurement, permitting, construction, commissioning• The Agency seeks a comprehensive capital project–management partner capable of serving in an owner's–representative capacity as the principal day–to–day manager of the District's consultants, contractors, vendors, regulatory coordination, and project documentation.• Provide a defensible assessment of existing facilities and realistic development alternatives. – Present the Board with clear feasibility, cost, schedule, operational, and risk comparisons. – Translate the Board's selected alternative into an executable project plan. – Manage all authorized procurement activities in accordance with District policy and applicable law. – Coordinate necessary architects, engineers, specialty consultants, contractors, vendors, utilities, and regulatory agencies. – Protect the District's budget, schedule, quality standards, ongoing operations, and public–service obligations. – Provide clear documentation, reporting, recommendations, and decision points throughout the project. – Manage the authorized project through permitting, construction, commissioning, and closeout, coordinating the responsible project participants to achieve completed and usable improvements with limited day–to–day burden on District staff (2) The contract period will be for one year.
