(1) Vendor needs to provide microtransit services to the government authority located in Texas. – A turnkey solution shall be provided through a single contract to include the following services as part of the initial implementation of service:• TechnologyO Real–time, dynamic service and trackingO Backend software platform for scheduling, dispatch, data collection, reportingO User–facing app and online platformO Ability to scale service based on demand• Support Staff/AdminO Customer serviceO Marketing and promotions– The proposed microtransit program is intended to:1. Support existing businesses by bringing customers to commercial corridors.2. Support business recruitment by improving employee and customer accessibility.3. Support redevelopment by making mixed–use and entertainment districts more viable.4. Support Randolph by strengthening agency’s relationship with a major regionalemployment/military asset.5. Support tourism and hospitality by keeping visitor spending local.6. Support workforce development by expanding access to jobs.7. Support property investment by increasing accessibility to underutilized commercial properties.8. Support smarter development by potentially reducing parking and transportation costs.9. Support regional connectivity by connecting agency to broader transportation options.10. Generate economic–development intelligence by providing data that can inform future investment decisions.– to assist with developing and deploying a City–wide microtransit system through a single, turnkey contract.(2) All the questions must be submitted no later than October 9, 2026.(3) Pre–bid meeting will be held on October 2, 2026.
