Description

The County of Orange is seeking bids from qualified contractors for Project Title . All submittals are due electronically through the County's OpenGov Procurement portal before Response Submission Time on Response Submission Date . No late bids will be accepted. 1. THE COMPLETED BID, INCLUDING: a. Complete bidder’s name, address, and telephone number information; b. Verified total base bid amount written in words matching numeric base bid amount; c. Completed bid schedule; d. Acknowledgment of receipt of all addenda and bulletins; e. Completed minimum experience/qualifications statement, if such form is included in the pre-printed forms; f. Bidder’s completed contractor’s license, public works registration information and signature; g. Non-Collusion Declaration Form; h. In-Use Off-Road Diesel-Fueled Fleets Regulation Form; i. Campaign Contribution Disclosure Form; and, j. Contractor Safety Responsibility Form 2. A TEN PERCENT (10%) BID SECURITY By certified or cashier’s check from a responsible bank, cash or an original bidder’s bond issued and executed by an admitted surety insurer authorized to transact surety insurance in California, made payable to the order of the county of Orange in an amount equal to at least ten percent (10%) of the total bid amount, as a guarantee that the bidder will enter into the proposed contract if it is awarded to that bidder. In the event the bidder to which the contract is awarded fails to provide bonds and insurance and meet other preconditions to the County’s execution of the contract in a timely manner, the proceeds of the check or cash or the full sum of the bidder’s bond will be forfeited to the County. Original bid security documents shall be received at the following address by 2:00 p.m. on the bid closing date or submittals shall be deemed non-responsive: COUNTY OF ORANGE INFORMATION TECHNOLOGY ATTN: TAMI TRAN 721 S. PARKER ST., 2ND FLOOR ORANGE, CA 92868 3. AN ATTACHED NON-COLLUSION DECLARATION 4. CAMPAIGN CONTRIBUTION DISCLOSURE FORM 5. CONTRACTOR SAFETY RESPONSIBILITY FORM ** Bidders are advised to carefully read the County Terms and Conditions and Insurance Requirements, prior to submitting a bid. Awarded bidder must provide all bond and all insurance requirements within ten (10) calendar days of award of contract. ** ** Please take notice, non-acceptance of County of Orange Terms and Conditions may deem a bid non-responsive. The County will not accept any other terms, conditions, or provisions contrary to those contained within this solicitation. ** ** THE LOWEST RESPONSIVE, RESPONSIBLE BID(S) MAY BE SUBJECT TO FURTHER NEGOTIATIONS. ** All contractors and subcontractors must comply with the requirements of CA Labor Code Section 1771.1(a), pertaining to registration of contractors pursuant to Section 1725.5. Bids cannot be accepted from unregistered contractors except as provided in Section 1771.1. ALL QUESTIONS PERTAINING TO THIS SOLICITATION MUST BE SUBMITTED THROUGH OPENGOV. Only questions answered via the County's Online Bidding System will be binding. Interpretations or clarifications obtained outside of the County's Online Bidding System shall not be binding and shall be considered invalid. Contractor is required to pay prevailing wages for all applicable work performed on County property. Please see attached presentation from the District Attorney’s Office for information on prevailing wages. *******IMPORTANT DATES******* Pre-Proposal Date – MANDATORY JOB WALK AT Pre-Proposal Time . Response Submission Date – BIDS & ORIGINAL BID SECURITY ARE DUE BY Response Submission Time . ** It is the contractor's responsibility to check back frequently for any addenda and/or other information. ** It is the bidder’s sole responsibility to ensure their bids are received on time by the County's Online Bidding System. The County of Orange is not responsible for bids that do not arrive by the required date and time.
