MINISTRY OF TRANSPORT, HIGHWAYS AND URBAN DEVELOPMENT REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES – INDIVIDUAL CONSULTANT (MONITORING AND EVALUATION SPECIALIST) Project: Regional Empowerment through Vibrant, Inclusive and Viable Economies (REVIVE) Grant No.: 7985-LK Assignment Title: Individual Consultant – Monitoring and Evaluation Specialist to Support Results-Based Monitoring, Evaluation, Project Coordination and Management Information System (MIS) for the REVIVE Project Reference No.: LK-UDA-PMU-555701-CS-INDV The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank toward the cost of preparing and implementing the REVIVE Project and intends to apply part of the proceeds for consulting services. The Project aims to improve access to enabling infrastructure and promote local jobs in selected areas of the Northern and Eastern Provinces through targeted infrastructure investments, regional economic planning, local economic development, institutional strengthening, value-chain development and project management support. The objective of this assignment is to provide technical advisory, operational and coordination support to the Project Management Unit (PMU) in establishing and implementing a robust results-based monitoring, evaluation, reporting and learning system for REVIVE. The Consultant will support the maintenance of an integrated Management Information System (MIS), project activity tracking, data quality assurance, baseline and evaluation studies, progress reporting, World Bank mission support and coordination of monitoring information across Project Management Unit (PMU) and Project Implementation Units (PIUs). The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.transport.gov.lk/ The Ministry of Transport, Highways and Urban Development now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the assignment. The shortlisting criteria are set out below. Monitoring and Evaluation Specialist Qualifications A postgraduate degree from a recognized university in Monitoring and Evaluation, Economics, Statistics, Development Studies, Public Policy, Project Management, Social Sciences, Management, Data Science, Information Systems, or another relevant discipline. Additional professional training or certification in results-based management, monitoring and evaluation, project management, survey methodology, data analytics, MIS/database management, or data visualization will be an added advantage. Experience Minimum of ten (10) years of relevant professional experience in monitoring and evaluation, results-based management, project coordination, development planning, project performance reporting, or related fields. At least five (5) years of demonstrated experience in designing, establishing, implementing, or managing M&E systems for government or donor-funded development projects. Demonstrated experience in developing and maintaining Results Frameworks, indicator tracking matrices, M&E plans, baselines, targets, data sources, verification methods, reporting schedules, and data quality assurance arrangements. Demonstrated experience in designing, operationalizing, or managing integrated Management Information Systems (MIS), databases, dashboards, or digital project-monitoring platforms. Experience in designing, coordinating, supervising, or reviewing baseline surveys, beneficiary surveys, mid-term evaluations, end-line surveys, independent verification exercises, or similar studies. Experience in project performance reporting, including the consolidation of physical, financial, procurement, safeguards, risk, beneficiary, gender, and results information. Experience in coordinating with PMUs, PIUs, government institutions, Provincial Councils, local authorities, consultants, contractors, and development partners. Experience with World Bank, ADB, or other donor-funded development projects will be a strong advantage. Familiarity with World Bank Results Frameworks, implementation support missions, progress reporting, and action tracking will be particularly preferred. Experience in infrastructure, regional or local economic development, tourism, fisheries, enterprise support, private-sector development, urban development, or provincial/local government programmes will be an added advantage. Experience in communication and knowledge management, including preparation of management briefs, dashboards, presentations, results stories, and project information products, will be an advantage. Key Competencies Strong knowledge of results-based monitoring and evaluation, logical/results frameworks, indicator development, baseline and target setting, data quality assurance, and project performance reporting. Demonstrated ability to design and manage integrated MIS platforms, project databases, dashboards, reporting systems, digital data-collection tools, and data-verification protocols. Ability to integrate physical, financial, procurement, safeguards, beneficiary, gender, youth, and implementation-risk information into consolidated project reports and management dashboards. Strong knowledge of quantitative and qualitative survey methods, sampling approaches, field-verification procedures, data validation, and statistical analysis. Ability to analyse project data, identify implementation delays and risks, track corrective actions, and prepare concise management reports and decision briefs. Strong coordination, facilitation, follow-up, and problem-solving skills, with the ability to work across multiple PMU and PIU workstreams. Practical experience in using digital tools for project monitoring, database management, dashboard preparation, electronic data collection, and statistical analysis. Familiarity with one or more relevant platforms, such as Power BI, Tableau, KoboToolbox, ODK, Survey Solutions, SurveyCTO, Stata, SPSS, R, or equivalent tools, will be an added advantage. Strong report-writing, presentation, communication, and knowledge-management skills. Ability and willingness to undertake regular field visits to project locations in the Northern and Eastern Provinces. Fluency in English is required. Working knowledge of Sinhala and/or Tamil will be an added advantage. The attention of interested Consultants is drawn to Section III, paragraphs 3.15 and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the above Procurement Regulations.
