(1) Vendor needs to provide offsite physical records storage, retrieval and destruction services to the government authority located in Arlington, VA.– Provide secure offsite physical records storage, intake, indexing, retrieval, transport, delivery, refiling, onsite access, reporting, portal access, authorized destruction, and transition–in and transition–out services for county records and related media.– Supported media. The facility must accommodate paper files, folders, binders, radiology film (X–ray), magnetic tape, and optical discs.– Provide photocopying and scanning services and deliver scanned documents via encrypted email or through a secure web portal.– Provide business–hours and after–hours phone and email contacts for delivery/pickup, plus an emergency line.– Metadata and Indexing. Capture file/box metadata, index at file–level or box–level and maintain a barcoded tracking system for all county records.– Destroy county records only with prior written authorization from an authorized county employee that references the applicable records retention and disposition schedule(2) All questions must be submitted no later than November 10, 2026.
