(1) Vendor needs to provide community based social marketing services. – Design, develop, implement, and evaluate the existing program for a comprehensive Community–Based Social Marketing (CBSM) campaign to improve stormwater quality through public education, public participation, and community engagement.– Implement and evaluate the efficacy of the Community–Based Social Marketing (CBSM) campaign for stormwater pollution prevention.– Provide as–needed support for specialized campaigns and market research to support the broader Community–Based Social Marketing (CBSM) campaign or other Watershed Protection objectives.– Create audio/visual messages, and content for the County’s website and social media platforms– Implement and evaluate the existing “Poo Points” program.– Provide presentations to community groups and as–needed Community Based Social Marketing Support.– Contractor shall develop a Master Messaging Document on a agency–approved shared document service.– Messages shall be developed that will make desired behavior change fun, easy, and popular. The tone for messages shall be plain, colloquial, nontechnical language, promoting positive interactions with the target audiences.– Contractor shall be responsible for the campaign presence on identified social media platforms, which may include, Facebook, Instagram, YouTube, LinkedIn, X, etc. Contractor shall monitor comments on the campaign’s social media platforms, as outlined in the Master Messaging Document Standard Operating Protocol.(2) All the questions must be submitted no later than September 21, 2026.(3) The contract period will be for one year.
