(1) Vendor needs to provide strategic plan development consultant services. – Develop a new three–year strategic plan. • Services:– Participate in a combination of in–person and virtual meetings throughout the planning process.– Review relevant agency plans, priorities, and background information to better understand agency and the work already underway.– Develop a practical process for gathering meaningful input from agency leadership and staff.– Create survey questions for both internal and external partners and facilitate data collection via telephone or electronic survey.– Facilitate strategic planning meetings and discussions with leadership and staff, as appropriate.– Provide regular updates to agency leadership.– Help agency identify its key organizational strengths, challenges, opportunities, and priorities.– Work with agency to identify strategic priorities, smart goals, and objectives for the three–year planning period.– Prepare a written draft of the strategic plan for agency review.– Provide a final strategic plan and a practical tool agency can use to track progress.(2) All the questions must be submitted no later than September 8, 2026.
