Description
The City of Orlando (City) requests proposals (“Proposals”) from interested and qualified Proposers ("Consultant", after award) with the objective of entering into a contract to update various existing sustainability and future-ready (Smart City) plans, and to provide ongoing owner’s representation support for sustainability, resilience, and future-ready city initiatives. The initial task order being to update the City’s two overall sustainability (Green Works) plans: the Community Action Plan, and the Municipal Sustainability Plan. This includes performing stakeholder engagement with internal City staff and external partners, and updating the goals and strategies as necessary. Strategies may include project areas, timelines and potential business models. At the end of the exercise, the City may use the results to inform its decisions on revisions or amendments to City Policies, Operations Plans, the Land Development Code, and to its Capital Improvements Program. The City intends to ensure that these strategies will be continually updated, to ensure consistency with the direction of the City’s stakeholders and executive leadership. An eventual goal of the City’s is to work with other jurisdictions within Central Florida, to encourage and collaborate on complementary programs, and to share successful business cases, for the public and private sectors, on the benefits of sustainable and future-ready approaches to development, operations, and maintenance of all aspects of life in Central Florida. This solicitation was created as a potential benefit for several City departments and collaborating agencies, such as the Orlando Utilities Commission (OUC) and LYNX (the Central Florida Regional Transportation Authority d/b/a Lynx) in order to collectively move forward with a plan that will produce a positive economic, environmental, and social impact for Orlando. The City also anticipates that the Consultant will be asked to provide additional consulting services to assist the City in continuously updating and implementing various resilient, sustainable, and Future-ready programs and plans. Such additional services will be on an as requested basis by the City and are anticipated to include such services as owner’s representation work on behalf of the City, to assist the City with the development of various scopes of work, specifications, evaluation criteria, review of proposals, and oversight of project implementations performed by third parties. The City is seeking Proposers with a diverse range of skills and high level of expertise in developing and maintaining sustainability, resilience and innovation (future-ready) master plans and roadmaps. The City continues to position itself as a prime location for visitors, residents, and businesses through the use of information and communications technology that will produce significant public value and encourage private investment. It is the expectation of the City that the Consultant will complete the initial task, updating the Community Action Plan and Municipal Sustainability Plan concurrently within a twelve-month window. The Consultant should be able to serve as the City’s consultant and project advisor for the Sustainable, Resilient, and Future-ready program. More specifically, the Consultant will be responsible for developing a framework for collaboration, both internally and externally; act as the lead convener and facilitator of stakeholder engagement; and possibly other third-parties, as needed. This will require the Consultant to be able to convene meetings and lead visioning exercises among City departments and a diverse range of people, institutions, and communities, such as advocates or special interest groups, civic and neighborhood associations, business associations, and academic institutions. While the City has already embarked towards a more sustainable future with the Community Action Plan, Municipal Sustainability Plan, and the Future-ready program, the City is seeking a Consultant with experience to bring improved focus to the City’s progression.
