(1) Vendor needs to provide computer–aided dispatch program and records management system.– Cloud–native software–as–a–service (SaaS) solution that includes both a computer–aided dispatch (CAD) and records management system (RMS), purpose–built for law enforcement and public safety organizations, to address these challenges and support the department's mission going forward.– CAD and RMS as a unified platform should identify, for each requirement, whether the capability is delivered by the CAD application, the RMS application, or shared platform services.– CAD application must allow a call–taker to create, classify, and route an incident from a single screen without navigating between modules, and must enforce data quality at the point of entry without adding keystrokes to the call–taking process.– Maintain real–time status for every unit and resource, and must actively assist the dispatcher in selecting the appropriate response rather than requiring the dispatcher to hold unit availability in memory.– Mapping, location, and routing.– 911 telephony and next generation 911 interfaces.– Mobile CAD for field units.– Maintain a complete, tamper–evident record of every incident, and must make dispatch performance data available to the agency without a custom reporting engagement.– RMS must support the full investigative lifecycle from case initiation through disposition, and must give supervisors the ability to control which incidents become cases, who works them, and whether assigned work is progressing.– RMS provides its own property and evidence functionality, vendors should describe how it coexists with the mandated system and which system holds the authoritative record for each function.– Track instruments that create an ongoing enforcement obligation, and must surface them to officers and telecommunicators at the moment a related person, vehicle, or location is encountered.– Maintain the personnel data that drives permissions, reporting, and dispatch decisions, and must allow the agency to administer the system without vendor involvement for routine changes.(2) All questions must be submitted no later than September 28, 2026.
