REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services for the Project Implementation Consultant (PIC) for the Technical Validation, Detailed Architectural and Engineering Design, and Construction Supervision of Luzon Schools – PIC 1 under IBRD Loan No. 97040-PH: Infrastructure for Safer and Resilient Schools (ISRS) Project Country: Philippines Name of Project: Infrastructure for Safer and Resilient Schools (ISRS) Project Loan No.: IBRD Loan No. 97040-PH Assignment Title: Contract ID No. 26CSZ005, Consulting Services for the Project Implementation Consultant (PIC) for the Technical Validation, Detailed Architectural and Engineering Design, and Construction Supervision of Luzon Schools – PIC 1 under IBRD Loan No. 97040-PH: Infrastructure for Safer and Resilient Schools (ISRS) Project Reference No .: PH-DPWH-CS-PIC1-RFP 1. The Republic of the Philippines (hereinafter called ”Borrower”) has received financing from the World Bank (the “Bank”) toward the cost of the Infrastructure for Safer and Resilient Schools (ISRS) Project, and intends to apply part of the proceeds for consulting services for the Project Implementation of the ISRS project. 2. The consulting services (“the Services”) being procured via this REOI includes the following summary of the key responsibilities expected under these Services: The consulting services are structured into two key phases: the Detailed Architectural and Engineering Design (DAED) Phase and the Construction Supervision (CS) Phase. These phases collectively cover the progression of the project from the development of complete, buildable design solutions to the actual implementation and delivery of the works. A. The Detailed Architectural and Engineering Design (DAED) Phase covers the full development of technical solutions for the project, starting from validation of site conditions up to the preparation of complete, procurement-ready design documents. This phase ensures that all interventions are technically sound, climate-resilient, and compliant with environmental and social safeguards, ultimately enabling smooth transition to procurement and construction. The Construction Supervision (CS) Phase focuses on ensuring that the approved designs are implemented correctly, efficiently, and in compliance with all technical, environmental, and contractual requirements. During this phase, the Consultant acts as the Client’s representative in overseeing construction, maintaining quality control, and ensuring that the completed works meet the intended standards prior to turnover. The Department of Public Works and Highways (DPWH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are summarized below: The assignment will be undertaken by a firm consultant with established expertise and reputation in the fields of Detailed Architectural & Engineering Design and Construction Supervision for the Retrofitting or Construction of Buildings, and preparation and implementation of the ESMF instruments. A. Factors to consider for the required qualification of the Firm consultant are as follows A.1 CONSULTANCY SERVICES EXPERIENCE Must have completed minimum of two (2) similar consultancy service contracts within the last fifteen (15) years (from January 2011 up to the EOI submission deadline) involving ONLY Detailed Architectural and Engineering Design (DAED) AND Construction Supervision (CS) for Retrofitting/Construction of Buildings projects, or two (2) each of the above scopes. In cases where only one (1) similar consultancy service contract is completed/provided, the Firm may submit two (2) Other Related Consultancy Services contracts completed within the same 15-year period, involving ONLY Detailed Architectural and Engineering Design (DAED) AND Construction Supervision (CS) of ANY infrastructure projects, or two (2) each, which shall be accepted in lieu of the remaining required similar consultancy service contract. For ease of reference and understanding, the Consultancy Services Experience requirement may be satisfied through any of the cases enumerated in the table below. A.2 MANAGERIAL AND ORGANIZATIONAL CAPABILITIES: The Firm should have been in business for at least the last ten (10) years . In case of Joint Venture, this requirement is applicable to each JV Member. Key Experts will not be evaluated at the shortlisting stage. 4. Please refer to ANNEX A for the guidance on the contents of EOI. 5. Interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest . 6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected. 7. A Consultant will be selected in accordance with the Quality Cost Based Selection method (QCBS) set out in the Procurement Regulations. 8.
