(1) Vendor needs to provide workforce assessment consultation services to the government authority located in Richmond, VA.– Fully integrated with modified Cost & Capacity Assessment (CCA) tools and should include:– A functional, user–ready calculator/tool.– A documented methodology describing all data inputs, assumptions, and analytic methods used. – Documentation of validation steps, assumptions, and data sources.– Adaptations that reflect Virginia–specific operational characteristics of a centralized governmental public health system.– Additional project support as appropriate, including planning, troubleshooting, or refining tools or processes to strengthen sustainability and replicability of future CCAs. – Support for data analysis and aggregation, including recommended approaches, draft templates, and guidance for synthesizing results.– Small Business Set–Aside for Award Priority.
