(1) Vendor needs to provide police user fee, parking fines, and cost recovery study service to the government authority located in Redmond, WA. • Provide consultant will evaluate existing police department fees and parking–related infraction fines, determine current cost of service where applicable, and provide defensible recommendations for updated fee and fine structures.• Study will address administrative, permitting, enforcement, and records–related services, as well as parking and traffic–related infraction fines issued under city authority.• Evaluate the full cost of providing selected police department services.• Develop a defensible cost–of–service methodology for applicable fees.• Assess current fee adequacy and recommend updated fee structures.• Evaluate parking and traffic–related infraction fines using policy–based and deterrence–based methodologies.• Benchmark fees and fines against peer jurisdictions.• Establish a recommended periodic review cycle for future updates.• Provide clear implementation guidance for city staff and council adoption.(2) The contract period will be for one year.
