DRA-11696 - USA (Monroe, North Carolina) - Cost of Community Services and Residential Break-Even Study Services - Deadline October 7,2026

(1) Vendor needs to provide cost of community services and residential break–even study services to the government authority located in Monroe, NC.– The study will evaluate the local fiscal impact of current land uses and establish residential break–even thresholds based on household demographics.1. Study area and land use categories:– Residential: Single–family housing, multi–family housing, and associated domestic properties.– Commercial and Industrial: Retail, office, manufacturing, logistics, and business operations.– Agricultural and open space: Working farms, managed forestry, unmanaged open lands, and conservation areas (including lands enrolled in the present– use value program).2. Data collection and baseline fiscal profiling:– Establish a baseline using the most recently audited and completed fiscal year data for county.– Collect comprehensive revenue data, including but not limited to ad valorem property taxes, sales tax distributions, permits, fees for services, intergovernmental transfers, and utility revenues.– Collect detailed expenditure data across all county operations, including public safety (sheriff, fire, EMS), public education (capital and operational county funding), health/social services, infrastructure/utilities, and general government administration.3. Allocation methodology and analysis:– Develop a mathematically sound framework to allocate county revenues and expenditures to the specific land–use categories.– Utilize departmental interviews, programmatic tracking, service call volumes (e.g., sheriff/EMS response data), and acreage weightings to refine allocation percentages where direct attribution is not possible.(2) All question must be submitted no later than October 02, 2026.(3) A contract period will be for one year.
