China: Emerging Infectious Diseases Prevention, Preparedness and Response Project Financed by the World Bank – Hainan Province Project (Global “One Health” Hainan Demonstration Project) Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity Contract Package No. 2 (Contract No.: HN-G-60) Invitation for Bids Date: July 22, 2026 Tender Reference No.: 0733-26092916/2 1The Government of China has received a loan from the World Bank towards the cost of the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under the contract for the Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity, Contract Package No. 2 (Contract No.: HN-G-60). 2CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of Hainan Provincial Disease Control Bureau (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following goods and related services: Contract No. HN-G-60 Contract Title Package 2 of the Equipment Procurement Project for Enhancing Infectious Disease Surveillance and Testing Capacity Main Types and Quantities of Goods High-throughput gene sequencer, third-generation nanopore sequencing and pathogen analysis system, rapid gene sequencer, and related services. Details are provided in the Schedule of Requirements in Chapter VI of the Bidding Documents. Delivery Period 90 calendar days from the date of contract signing 3. This procurement is conducted through the Request for Bids (RFB) method under the National Competitive Procurement (NCP) approach specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (the “Procurement Regulations”). All eligible bidders as defined in the Procurement Regulations may participate in the bidding process. 4. Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the Bidding Documents during office hours from 9:00 to 11:30 and 13:30 to 17:00 (Beijing Time), every day except Saturdays, Sundays, and public holidays, from July 22, 2026 until the bid submission deadline of August 25, 2026. 5. Prospective bidders should note the provisions regarding eligibility and conflict of interest set forth in Section 4 of the Bidders’ Instructions in the Bidding Documents. Any bidder with a conflict of interest shall be deemed ineligible. 6. The qualification requirements for bidders include: Business Scale The bidder’s average annual turnover for the latest three years (2023–2025) shall be no less than RMB 20 million. Contract Experience The Bidder shall, within the past 10 years (from January 1, 2016 to the present), have successfully completed at least 15 contracts as a supplier for laboratory instruments or equipment that are similar in nature and complexity to the products to be procured under this Project, with each contract having a value of no less than RMB 5 million. The Bidder shall provide documentary evidence demonstrating compliance with the above requirements, which shall at a minimum include the contract agreements and acceptance certificates issued by the users, or payment certificates for the supply contracts. Copies of contracts submitted as part of the Bid shall, at a minimum, include the pages demonstrating the following information: the first page of the contract showing the project name, procurement content, contract signing date, and contract amount; the page bearing the signatures and official seals of the contracting parties; acceptance certificates; and other relevant supporting documents. The Bidder shall also provide the contact person and contact details of the end users. Technical Experience The offered high-throughput gene sequencer shall have at least five years of manufacturing experience for similar products, and at least three units/sets of the high-throughput gene sequencer shall have been sold. The Bidder shall provide documentary evidence demonstrating compliance with the above requirements, including copies of the key pages of sales contracts for similar goods. Production Capacity Not Applicable Financial Position The audited annual financial statements (including the balance sheet and income statement) of the Bidder for the latest three years (2023, 2024, and 2025) shall demonstrate the Bidder’s long-term profitability and sound financial position. The minimum requirement is that the Bidder’s net assets (calculated as total assets minus total liabilities) shall be positive in each of the three years. Cash Flow Capacity The Bidder shall demonstrate that its available liquid assets[1], lines of credit, and other financing sources are sufficient to meet the cash flow requirements for contract execution, taking into account the Bidder’s other ongoing contracts. The minimum required amount shall be no less than RMB 4 million. Litigation History The total amount of pending claims, arbitration proceedings, or other litigation shall not exceed 50% of the Bidder’s net assets. This procurement allows joint venture bids. The maximum number of members in a joint venture shall be two (2). Either the lead partner or the other member of the joint venture shall meet the above-mentioned qualification requirements. Interested eligible bidders may submit an application to purchase the Bidding Documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000.
