Vendor needs to provide cloud–based systemwide nonresident alien tax compliance software and services. – To provide a cloud–based Nonresident Alien (NRA) tax compliance Software–as–a–Service (SaaS) solution to support a systemwide for State colleges, universities, and system office in complying with applicable federal tax requirements related to payments to foreign nationals and foreign business entities.– The solution will support tax residency determinations, tax treaty analysis, withholding, tax reporting, agency form generation and distribution, electronic filing, compliance monitoring, and related reporting and audit requirements.– Solution must support a multi–entity operating model, including appropriate organizational data segregation, role–based access, reporting, and administrative controls.• Tax residency determinations, including applicable Substantial Presence Test calculations; • Tax treaty eligibility and benefit analysis; • Withholding calculations; • preparation and distribution; • compliant electronic filing; • Corrections and amendments to tax filings; • Payee self–service and collection of required tax information and documentation; • Compliance monitoring, exception management, reporting, and audit support; and • Integration with applicable Minnesota State systems and data sources.
