(1) Vendor needs to provide CAD, AVL and radio system consulting services.– to modernize and integrate its CAD/AVL, radio, and onboard video surveillance systems while preserving existing onboard equipment and software that remain operationally necessary– Operational & Mixed–Fleet Review: Conduct stakeholder interviews across fixed–route dispatch, Via demand response coordinators, drivers, maintenance staff, safety personnel, and IT staff to document constraints for all service workflows– Legacy Sub–System Audit: Audit the existing hardware protocols, APIs, and data structures of the digital signage, fareboxes, APCs, and infotainment platforms to establish baseline integration capabilities using brand agnostic technical criteria– Via Interface Analysis: Evaluate the technical architecture of the existing Via platform to determine optimal integration points (e.g., API data exchanges for vehicle locations, manifest synchronization, and single–login driver authentication) or replacement strategies.– Requirements Gathering: Define functional, technical, and regulatory requirements, including GTFS/GTFSRealtime data standards for fixed–route, GTFS–Flex data standards, CAD workflows, passenger infonnation systems, high–definition camera specifications, continuous/event–based audio/video recording, and chain–of custody data management– Cellular Live–Streaming and Integration Mapping: Map out and document critical technical interfaces between systems, specifically:– CAD/AVL to Digital Signage & Infotainment: Triggering automated, location–based next–stop announcements, route changes, and real–time public service announcements– CAD/AVL to APCs: Correlating real–time passenger boarding and alighting data with spatial GIS coordinates and schedule adherence metrics.– CAD/AVL to Fareboxes: Linking operator log–ins, route IDs, and run numbers from the CAD/AVL terminal to the farebox to eliminate redundant driver logins.– Market Assessment: Present a technology roadmap comparing cloud–hosted (SaaS) vs. on–premise VMS/CAD platforms, mobile data terminal (MDT) options, and ruggedized hardware form factors suitable for a 100+ vehicle deployment.(2) All question must be submitted no later than October 15, 2026.
