(1) Vendor needs to provide professional physical needs assessment consulting services to the government authority located in North Carolina.– Conduct a comprehensive Physical Needs Assessment (PNA) of its public housing portfolio.– Making strategic decisions regarding capital planning, investments, asset management, and the potential redevelopment, long–term, and future sustainability of its portfolio.– Identify deficient conditions resulting from deferred maintenance, building– and life–safety code noncompliance, or obsolescence.– Develop a comprehensive costing library; professional/certified cost estimating using construction costing is preferred, with descriptions and reference information.– Identify work necessary to comply with federal, state, and local requirements and codes, including elimination of asbestos/lead–based paint and energy–code compliance.– Provide an analysis of the immediate, short–term, and long–term feasibility of the current portfolio(2) A pre–proposal conference will be held on October 19, 2026.(3) All question must be submitted no later than October 14, 2026.
