(1) Vendor needs to provide inmate health care services to the government authority located in Shelton, WA. – Provide medical and related healthcare services to individuals detained at the agency. – Provide safe, timely, clinically appropriate, cost–effective and constitutionally adequate healthcare services to individuals housed at the agency. – Provide a coordinated, evidence–based healthcare program that meets or exceeds applicable federal and agency laws, regulations, professional standards, licensing requirements, constitutional requirements and applicable correctional healthcare standards.– Provide a comprehensive healthcare program addressing the medical and behavioral health needs of the incarcerated population. • Timely access to medically necessary healthcare.• Timely assessment and treatment of mental health conditions within the contractor's scope of responsibility and in coordination with agency.• Identification and appropriate management of suicide risk.• Appropriate screening and treatment for substance use disorders and withdrawal.• Continuity of prescribed medications.• Management of chronic diseases and acute illnesses.• Appropriate emergency response.• Coordination of outside specialty, hospital and emergency care.• Reduction of avoidable emergency department utilization through timely on–site assessment and treatment, without delaying or denying medically necessary emergency evaluation or treatment.• Effective discharge planning and continuity of care.• Complete, accurate, confidential medical records.• Compliance with applicable laws, regulations, licensing requirements and professional standards.• Protection of clinical decision–making from inappropriate nonclinical interference.• Measurable quality and performance standards.• Transparent reporting and accountability to the agency.(2) All the questions must be submitted no later than November 13, 2026.
