Description

The selected consultant will be awarded a contract with the Capital Area Regional Tolling Authority (CARTA) to develop a multiyear workplan and policy development for the Toll Program Workplan. This workplan will identify the actions needed to prepare CARTA to begin collecting tolls in 2028, upon the construction of the Yolo 80 Managed Lanes Project. The workplan will describe each action required, indicate CARTA and its partners' role in those actions, the potential cost of those actions, and potential funding sources for those actions. The workplan will also indicate the priority and timing of required actions, and any dependencies with other activities. The selected consultant will also assist with the development of a toll lanes system review (to understanding the existing and planned managed lane network) and the creation of regional toll policies and business rules (to create regional consensus on priorities and prepare a toll ordinance). Services solicited under this RFP will be the foundation of CARTA's work for the next five years and will define its role within the region. CARTA and its partners will seek to implement the workplan developed through separate procurement processes in future years. Deliverables for development of the workplan and policy development do not include any preparation of solicitation material for a subsequent contract. As such, participation in this RFP does not affect a consultant or team's eligibility or competitiveness for future CARTA contracts. The contract resulting from this RFP will be executed between CARTA and the selected consultant. Duties and services under the resulting contract shall not include preparing or assisting CARTA with any portion of the CARTA’s preparation of a request for proposals, request for qualifications, or any other solicitation regarding a subsequent or additional contract with CARTA. CARTA shall at all times retain responsibility for public contracting, including with respect to any subsequent phase of a project for which grant writing services are provided by selected consultant. Selected consultant's participation in the planning, discussions, or drawing of project plans or specifications shall be limited to conceptual, preliminary, or initial plans or specifications. Selected consultant shall cooperate with CARTA to ensure that all bidders for a subsequent contract on any subsequent phase of this project have access to the same information, including all conceptual, preliminary, or initial plans or specifications prepared by the selected consultant.
