(1) Vendor needs to provide architectural and engineering services to the government authority located in Columbia, MD.1. Study/design phase:– Inspect the property, including a representative sample of apartments of each unit type, building exteriors, roofs, common stairwells, mechanical closets, basement–level utility rooms, and site improvements, to gain a working understanding of the conditions and capital needs of the site.– Prepare any requested preliminary design drawings or reports to assist the commission in determining the renovation program.2. Documentation and bidding phase:– Prepare schematic and design development drawings for the renovation project in accordance with the commission’s written design standards, which will be provided at notice to proceed.– Participate in all cost estimating and value engineering exercises as needed to align project costs with budget constraints, and maintain a scope and cost log documenting each change.3. Construction administration phase:– Review/respond to submittals and shop drawings.– Prepare/issue bi–weekly architect field reports.– Review/respond to the general contractor’s punch list and conduct punch list reviews on site, on a building–by–building basis as each building is completed and again at final completion.– Complete any other requirement of the commission, the bond trustee, and any lender, credit enhancer, low–income housing tax credit investor, or other funder of the renovation project for final closing or post construction.(2) A pre–bid site–visit will be held on September 10, 2026.(3) All question must be submitted no later than September 18, 2026.(4) A contract period will be for one year.
