(1) Vendor needs to provide enterprise permitting and licensing solution.– Provide an Enterprise Permitting and Licensing (EPL) Solution and System Implementation Services.– The system should include a data management system.– Design report templates, dashboards, and analytics tools.– Collaborate with City staff for the successful launch of the public portal, with onsite vendor support during go–live.– This system should be GIS–based and will need to interface directly with the City’s existing data management infrastructure, including the City’s ESRI–based GIS programs.– Providing a user–friendly online portal for public access to permitting tools and resources.– Integrating permitting data seamlessly with other internal and external systems.– Eliminating redundant data entry and ensuring data integrity.– Integrate with the City’s canonical parcel, centerline, and address data from Base Units infrastructure which uses ESRI ArcGIS Online and ESRI Geocoder API specification. – License subscription includes software updates, upgrades and platform changes throughout the life of the contract and any optional contract term extensions.(2) Pre–bid meeting will be held on August 25, 2026.(3) All the questions must be submitted no later than September 8, 2026.
