(1) Vendor needs to provide development standards and ordinance update consultant services to the government authority located in Newberry, SC. • Existing Ordinance Review– Review current zoning, subdivision, land development, and related ordinances.– Identify inconsistencies, outdated provisions, conflicts, redundancies, and implementation challenges.– Evaluate development standards for usability and effectiveness.• Stakeholder and Staff Coordination– Conduct meetings and workshops with City staff, Planning Commission, and elected officials.– Facilitate discussions regarding development challenges and desired outcomes.• Development Standards Evaluation– Review and provide recommendations related to:– Zoning districts and permitted uses– Dimensional standards– Parking and loading requirements– Landscaping and buffering standards– Streetscape and pedestrian standards– Sign regulations– Architectural or design standards– Stormwater and environmental considerations– Subdivision regulations– Connectivity and multimodal transportation considerations– Administrative procedures and permitting processes• Draft Ordinance Preparation– Prepare draft ordinance amendments and revised development standards.– Ensure proposed regulations are consistent with South Carolina enabling legislation and planning best practices.• Public Presentation and Adoption Support– Present findings and recommendations at public meetings.– Assist agency staff during ordinance review and adoption processes.– Revise draft documents based on stakeholder and governing body feedback.(2) All the questions must be submitted no later than July 1, 2026.
