(1) Vendor needs to provide feasibility study services to the government authority located in Georgetown, CO.• Consultants to conduct a comprehensive evaluation of the feasibility of permitting, constructing, and utilizing county’s conditionally decreed water storage rights for reservoir.• Evaluate the physical and legal water supply available to the through targeted modeling efforts.• Conduct initial geotechnical testing as needed to accurately assess the suitability of the decreed site, and geotechnical challenges and benefits of the site, and potential construction implications.• Evaluate what level of Environmental Impact Analysis would be required, which agencies would be involved, the estimated timeline to complete the analysis, and any unique challenges that would be anticipated.• Evaluate the key economic considerations to design, permit, construct, and operate and maintain reservoir; evaluate the potential economic benefits to the county and residents and businesses in the county by having a water storage reservoir near the continental divide and popular hiking trails and identify potential financing structures and partners.• Evaluate the costs and benefits of developing the reservoir, including not only economic factors but also environmental, watershed and riparian, fish and wildlife, state water supply planning, fire protection, and climate change mitigation and adaptation considerations.(2) All questions must be submitted no later than November 16, 2026.
