REQUEST FOR EXPRESSIONS OF INTEREST (REOI) PROCUREMENT SPECIALIST Vanuatu Pacific Islands Regional Oceanscape Program - First Phase Project Preparation Advance No. V555-VU Reference: VU-MFOMA-563966-CS-INDV The Government of Vanuatu has received financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include provide advice and technical support to the Project Support Team with the management and implementation of all the planned procurements so that the procurement arrangements successfully deliver Value for Money in achieving the Project Development Objectives. The Ministry of Fisheries, Ocean and Maritime Affairs (MFOMA) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Essential requirements An advanced degree (MA/MS/MBA) from a recognized institution (An advanced degree with a major in a relevant discipline to procurement e.g., Engineering, Law, Procurement, Finance, Business or Commerce, supply chain management, project management). Minimum 10 years of recent experience in carrying out technical duties in public procurement At least 5 years of recent experience (past 10 years) in the procurement of Goods, Services and Works, following preferably World Bank Regulations, or otherwise other MDB’s, in a developing country context. Demonstrated experience in advising governments in a developing country environment in procurement activities. Demonstrated competence and ability to manage multiple tenders and activities within a Project. Ability to communicate effectively, orally and in writing Strong integrity, ethics, personal organizational skills, and ability to manage own workload with tight timelines. Good writing skills with the ability to prepare accurate reports; fluency (oral and written) in English is essential. High integrity and accountability in all aspects of procurement (referees to be provided). Desirable Experience working in Vanuatu, a similar country or region. Advanced computer skills involve using the internet, word processors, spreadsheets, and websites to their fullest extent Knowledge and experience with administrative systems and the ability to work with government organizations. Ability to communicate effectively, orally and in writing Good communication and interpersonal skills with the ability to make presentations to a broad range of audiences. Oral and written Bislama and/or French language skills. Relevant post graduate accounting or professional qualifications (e.g. CPA). Membership of a relevant professional organization. Knowledge and experience on the use of the World Bank’s STEP system. Experience with procurement systems, practices, and agencies in at least two different countries, with at least one being a Pacific country. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Seventh Edition September 2025 as per financing agreement (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
