(1) Vendor needs to provide cloud–based university transfer portal solution. – Provide a comprehensive, cloud–based transfer credit evaluation and transfer portal solution.– Platform must function as an intuitive, mobile–optimized front door for prospective undergraduate and graduate transfer students while simultaneously serving as a centralized back–office equivalency management system.– Prospective Student Experience Portal:• Solution should be capable of being embedded directly within the university’s web domain to provide a seamless, mobile–responsive, branded experience matching the university's visual identity. • Students must be able to upload unofficial transcripts (including scanned PDFs, screenshots, or high–resolution mobile photos) and generate a preliminary credit evaluation without being forced to pay a fee, download an external mobile application, or register on a third–party consumer marketplace first.• Student interface should allow users to model their parsed credits against multiple academic major pathways and degree requirements simultaneously within a single active session.• Platform must deliver its full student–facing credit visibility natively on any standard web browser on desktop or mobile devices without requiring any external app store redirects.– Automated Transcript Parsing and Articulation Engine:• System must utilize advanced Optical Character Recognition (OCR) and automated text processing to ingest transcript data, significantly reducing manual coursework entry for the user.• Workflow must route automated course evaluation matching recommendations through an administrative review dashboard, requiring institutional approval before new rules become public–facing.– Enterprise System Interoperability:• Platform must feature a production–grade programmatic integration with slate, supporting the bidirectional synchronization of inquiry profiles and recruitment data, with configurable filtering to exclude unneeded course or college files.– Comprehensive Credit Source Support:• Solution should consolidate multiple distinct prior learning and test–credit categories into a single, unified student evaluation view.(2) The contract period will be for three years.
