(1) Vendor needs to provide downtown lighting system improvements service to the government authority located in Ridgefield, WA. – Provide planning, design, and implementation services for downtown lighting system improvements. – Deliver a modern, consistent, energy–efficient, and visually appealing downtown lighting system that improves public safety, supports nighttime economic activity and reduces environmental impacts such as glare and light trespass.• Assessment and verification:– Field verification of agency’s existing luminaires, poles, wiring, conduit, transformers, and metering– Photometric measurements: horizontal and vertical illuminance• Lighting design services• Electrical system design:– Identification of metered vs. non–metered systems– Meter pedestal design or retrofit– Conduit, wiring, pull box upgrades– Load calculations and circuit design• Improvement scenario modelling:– Develop agency–specific improvement alternatives.• Community outreach: Conduct engagement aligned with the study:– Public workshop with agency– Downtown business focus group– Materials explaining glare, uniformity, and ambiance– Display of photometric scenarios(2) All the questions must be submitted no later than September 28, 2026.
