(1) Vendor needs to provide environmental process and procedures manual development services. – Develop and execute public and agency involvement plan through two events (preapplication early public, agency, tribal engagement and draft assignment application) for public engagement process for the assignment.– Engage in progress meetings through attendance and preparation of meeting notes with to inform format, direction, and application of process and procedure development.– Develop quality assurance and quality control process documents to support assignment.– Provide recommended internal procedures and workflows for assignment.– Provide recommendations on integration procedures.– Provide organizational capacity assessment.– Develop an assignment management plan to include audits and reporting.– Lead monthly coordination meetings (virtual) through preparation of meeting agendas and meeting notes to track task progress and identify priorities.(2) All the questions must be submitted no later than July 12, 2026.
