(1) Vendor needs to provide creek trail extension service to the government authority located in Philadelphia, PA.• These include the closure and ongoing restoration of Cobbs Creek Golf Course, streambank erosion and recurring flooding, watershed restoration initiatives, and increased public interest in ecological restoration and how environmental issues impact communities and population groups differently.• The study area contains numerous environmental, recreational, transportation, and community assets, but also presents significant planning challenges related to floodplain conditions, steep topography, environmental resources, active recreation facilities, and evolving park improvements.– The study shall:• Identify a feasible and implementable trail alignment between 63rd and Market Streets and City Avenue.• Develop conceptual–level designs for the preferred trail alignment.• Improve connectivity for people walking and biking between neighborhoods, parks, transit, and the regional Circuit Trails network.• Evaluate environmental constraints and opportunities, including stream restoration, flood resilience, and green stormwater infrastructure.• Engage residents, community organizations, public agencies, and other stakeholders throughout the planning process.• Develop implementation recommendations that position the project for future design and construction funding.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 16, 2026.
