Description
(1) Vendor needs to provide Surface Mining and Reclamation Act (SMARA) compliance program service to the government authority located in Salinas, CA. – Provide development, administration, and management of the county SMARA compliance program.– Mine Inspections and Reporting:• Review previous inspection reports, County files, and correspondence for previous corrective actions or violations.• Perform annual site inspections for each mine within 12 months of the previous inspections; work with each operator to schedule inspections on the dates requested by the operator. Annual site inspections are to be completed from August through December.– Financial Assurance Cost Estimates (FACE):• Review and make recommendations to clarify, substantiate, and standardize the reclamation estimates submitted annually.• Advise the County regarding potential inadequacies.– Financial Assurance Mechanism (FAM):• Review and comment on the financial assurance mechanisms, including compliance with state requirements.– Conditions of Approval Compliance Review:• Complete a condition compliance review simultaneous with the annual mine inspections for those operators subject to a use permit.• Evaluate the status of compliance and provide recommendations for enforcement and future monitoring.– SMARA technical support and regulatory compliance.(2) All the questions must be submitted no later than July 24, 2026.
