Vendor needs to provide third party evaluation services to the government authority located in Missouri.– Assess the extent to which the agency logo/labeling program contributed to the Sustainability Action Plan objectives, particularly Sustainability Differentiation and Preference – Evaluate growth in logo licensing agreements and product–level usage, distinguishing companies that have earned recognition/eligibility from those actively displaying the logo commercially and assess how existing licensees are retained and renewed (e.g., through periodic compliance audits), alongside changes in customer/market awareness and recognition of the logo.– Assess how promotional, technical assistance, and licensing–support activities — including promotional campaigns — contributed to uptake and recognition.– Identify internal and external factors that enabled or constrained licensing uptake and market recognition, including relevant regulatory developments, decarbonization or ESG–linked financing trends, and competing–origin or competing–certification dynamics.– Document lessons learned and opportunities to strengthen the logo program's design, promotion, and licensing process.– Provide practical, evidence–based recommendations to strengthen the agency logo/labeling program going forward.
