(1) Vendor needs to provide municipal advisor consulting services to the government authority located in Albuquerque, NM.– Comprehensive municipal advisory services in coordination with the district’s chief financial officer, designated district representatives, bond counsel, and other professionals involved in the financing process.1. Capital Financing and Bond Election PlanningAssist the Chief Financial Officer and designated District representatives in planning and preparing for bond elections and developing financing strategies for the District’s capital improvement program– Services shall include:• Evaluating proposed bond authorization amounts, anticipated issuance schedules, projected debt service, and estimated property tax impacts.• Assessing the relationship between proposed financing and the District’s long–range capital improvement needs.• Preparing financial analyses, schedules, and explanatory materials to support District presentations and decision–making.2. Evaluation of Financing AlternativesAssist the District in identifying and evaluating financing options for recommended capital projects, including available local, state, and other funding sources.– Services shall include:• Evaluating general obligation bonds, education technology obligations, and other financing mechanisms authorized and available to the District.• Comparing financing alternatives based on borrowing costs, repayment terms, tax impacts, funding availability, project schedules, and applicable restrictions3. Bond Market Monitoring and Ongoing AdviceProvide ongoing advice concerning municipal market conditions and developments that may affect the District’s existing debt or future financing plans.Services shall include:• Monitoring interest rates, investor demand, comparable transactions, and other relevant market conditions.• Advising the District on the timing, structure, and method of sale for proposed obligations4. Transaction Documents, Disclosures, and Reporting Support• Assisting with the Notice of Sale and related financial information in coordination with bond counsel.• Preparing or coordinating the preparation of Preliminary Official Statements and final Official Statements for review by the District and bond counsel
