On-Demand Transportation Planning, Traffic Engineering, and Transportation-Related Development Review Services

The City of Greer, South Carolina (the "City") is soliciting proposals from qualified firms to provide on-call transportation planning, traffic engineering, development review, and related professional consulting services. The city intends to award one master agreement under which individual assignments will be authorized by written task order. Since 2022, the city has adopted a Unified Development Ordinance (September 2025), crossed a population threshold of approximately 50,000 residents, and absorbed sustained development pressure across two counties and two metropolitan planning organizations. The scope of services reflects that changed operating environment, encompassing multimodal and long-range planning, systemic safety analysis, funding and grant development, and ordinance and policy support in addition to traditional traffic impact analysis review.
