(1) Vendor needs to provide diversity programs assessment, disparity study, and strategic implementation plan service to the government authority located in Frederick, MD. • Conduct a comprehensive supplier diversity programs assessment, disparity study, and strategic implementation plan.• Assessment shall evaluate the effectiveness of existing programs, identify barriers to participation, and recommend operational improvements consistent with current public procurement best practices.• Study shall assess whether disparities exist within relevant procurement markets and, where appropriate, evaluate the extent to which such disparities may be attributable to discrimination or other marketplace conditions.• Supplier outreach and engagement;• Data collection and performance measurement;• Goal–setting methodologies and waiver processes;• Contract packaging and unbundling practices;• Technology and data management systems supporting supplier diversity initiatives.• An implementation roadmap identifying short–term, mid–term, and long–term actions to support• Continuous improvement of the City's supplier diversity initiatives.(2) All the questions must be submitted no later than September 7, 2026.(3) Non–Mandatory Pre–bid meeting will be held on Aug 19, 2026
