REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Moldova Name of Project: Moldova Rural Connectivity Project Project ID: P180153 Assignment Title: Consulting Services for Construction Supervision of the Design & Build Contract for the Rehabilitation of road G33: R12 – Mîndîc – Zguria – Mrculeti – R13 and G35: R14 – epilova – Vanina – Cinarii Vechi – G33 (Corridor 5) Reference No . (as per Procurement Plan): MRCP/CS/C5/01 The Government of the Republic of Moldova has received financing from the World Bank (the “Bank” or the “WB”) in the form of a loan/credit toward the cost of the Moldova Rural Connectivity Project. The S.A. “Administraia Naional a Drumurilor” (“NRA” or JSC “National Road Administration”), an implementing agency (the “Client”), intends to apply part of the proceeds of this loan/credit to eligible payments under the contract for which this Request for Expressions of Interest is issued. The selected Consultant is expected to provide professional assistance to the Client in administration of the WB funded Contract with due diligence and by carrying out the duties of the Engineer as defined in the conditions of the Works Contract. The duties of the Consultant for the supervision of the execution of design and works under Corridor 5, as per the “FIDIC Conditions of Contract for Plant & Design-Build (2nd Edition, 2017; Reprinted 2022 with amendments)” published by the Federation Internationale Des Ingenieurs – Conseils (FIDIC). The detailed Terms of Reference (TOR) for the assignment can be obtained following a formal request to the Client to procurement.wb@andsa.md . The Assignment is expected to start in May 2027 and has an estimated overall duration of 42 months, which includes 30 months of works supervision and 12 months covering Defects Notification Period the Performance Certificates issue and other closing activities, Final Account and Contract close-out. The estimated minimum number of person-months required for the assignment is 211 person-months. This includes 67 person-months for Key Staff . The Client’s estimation of the necessary input for Non-Key Staff / Technical Support Staff is 134 person-months and 10 person-months for short-term experts. The NRA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consulting Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant will be a firm or a group of firms (JVCA[1]) with previous project experience related to Construction Supervision Services. The shortlisting criteria are: Core business/structure and years of experience in business: at least 10 years of experience in consulting services in the road sector. Demonstrated satisfactory technical and administrative capacity. The number of permanent staff of the consultant must be at least 10 for each of the last 5 years starting 1st of January 2021 at the deadline for submission of proposals. The average annual turnover of the consultant must be at least EUR 500,000 (Five Hundred Thousand) equivalent for each of the last 3 years starting 1st of January 2022 until the deadline for submission of proposals. In the case of a joint venture, information on similar assignments shall be provided for each partner. For each assignment, the outline should indicate the names of the Consultant’s Key Experts and Sub-consultants who participated, the duration of the assignment, the contract amount (total and, if it was done in a form of a joint venture or a sub-consultancy, the amount paid to the Consultant), and the Consultant’s role/involvement. It is expected that the Consultant’s team shall comprise of the following Key Experts: Team Leader / Engineer’s Representative (TL/ER) Road Design Engineer (RDE) Quantity Surveyor (QS) Key Experts will not be evaluated at the shortlisting stage. The submitted EOI shall not exceed 40 pages. A Consultant will be selected in accordance with the Quality and Cost-Based Selection method (QCBS) set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2025, setting forth the World Bank’s policy on conflict of interest. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15 3.16, 3.17 and 3.18 of the abovementioned World Bank’s “Procurement Regulations for IPF Borrowers”, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
