(1) Vendor needs to provide lease revenue management system. – Provide a lease management system for the agency to manage leases and lease clauses, including agreements, utility management, insurance/surety requirements and compliance, activities such as concessions, and tenant billing up to and including billing file creation. – The proposal will include system implementation services, software, data migration, testing, training, and product support.• Strong integration capabilities: Provide strong integration capabilities via API or another automated method to support data exchange with Port systems and to enable enterprise reporting.• Lease and agreement lifecycle management: End–to–end lease and agreement lifecycle management and milestone tracking across diverse agency–owned property types including operating agreements, land leases, cargo and hangar leases, concessions, retail, office, cruise terminal, dockage and berthage, and preferential use.• Insurance and surety requirements and compliance tracking, including certificates, deposits, bonds, expirations, waivers, endorsements, compliance status, and automated alerts for required updates.• Space and property inventory management for terminals, gates, berths, office buildings, warehouses, and other facilities. • Configurable activity billing based on user–defined activities and periodic user entry of activity metrics.• Utility management for lease administration and tenant billing with:– Utility meter inventory tied to leased spaces/agreements.– Tracking of meter readings with allocation of utility charges across lessees.– Accurate tenant usage calculations following a meter register rollover, using configured meter multipliers and maximum register digits.• Configurable and complex utility bill rules: Support tenant billing with rates based on metered consumption, rates based on leased area (square foot, e.g.), fixed recurring amounts, fixed charges per utility meter, and a variable amount each month.• Configurable and complex rent rates and bill rules:– One–time charges, recurring charges, and step/threshold pricing.– Percentage–based charges classified as rent and also those not classified as rent.– Ceilings, floors, and accumulative minimums and maximums such as Minimum Annual Guarantee (MAG).– Support complex combinations of bill rules.• Calculate applicable taxes and include the resulting amounts in billing files.• Generate files to support billing through agency software, including billing record grouping for downstream invoicing.• The scope of this project includes data migration from the two instances of the existing system. • The agency prefers a Software–As–A–Service (SAAS) solution but welcomes proposals for other types of solutions.(2) All the questions must be submitted no later than September 17, 2026. (3) The contract period will be for three years. (4) An optional pre–bid meeting will be held on September 9, 2026.
