(1) Vendor needs to provide behavioral health services act (BHSA) early intervention behavioral health support service to the government authority located in Fairfield, CA.      – Priority populations may include children, youth, and young adults experiencing early signs of mental health or substance use disorder conditions, homelessness or housing instability, justice or child welfare involvement, elevated behavioral health crisis risk, disparities in behavioral health access and outcomes, LGBTQ+ individuals, and caregivers and families.  – Early Intervention services are intended to proactively identify and address behavioral health needs before they escalate into more severe, disabling, or chronic conditions.– Services should include flexible delivery approaches such as clinic–based, home–based, community–based, school–based, and telehealth modalities to reduce barriers to care.– Collect outcome data demonstrating whether participants experience improvements in behavioral health, functioning, coping skills, resilience, social connectedness, or other program–specific goals.– Ability to operationalize billing requirements where applicable, including medical claims–based reimbursement.– Individuals at elevated risk of behavioral health crisis.– Mental health and substance use disorder early treatment services and supports.– Payment reform and movement toward claims–based (fee–for–service) medical billing.– Data, reporting, and continuous quality improvement.– Insurance screening and medical billing expectations.(2) All the questions must be submitted no later than July 1, 2026.
