(1) Vendor needs to provide municipal advisor services to the government authority located in Adams, CO.• Municipal Advisor Services to support the City’s ongoing financial planning, debt management, and municipal financing activities• Evaluating, structuring, planning, issuing, and managing municipal debt and related financial matters in alignment with the City’s short–term and long–term strategic financial goals.– The objectives of the Municipal Advisor Services include: • Ensuring responsible, efficient, and strategic management of the City’s debt portfolio. • Supporting issuance of Debt Instruments at the lowest reasonable cost while meeting City objectives. • Providing expert guidance on market conditions, credit ratings, financing structures, and legal compliance. • Ensuring timely and compliant preparation of documentation, ratings presentations, offering statements, and closing materials. • Enhancing transparency, planning accuracy, and financial sustainability.• Financial Planning Services1. Survey and Analysis of Financial Resources• Evaluate the City’s capacity to authorize, issue, and service existing and future Debt Instruments. • Analyze current outstanding debt relative to projected and pledged revenue sources.2. Future Financing Needs• Consider and analyze financing needs as projected by City staff and consultants.3. Recommendations for Debt Instruments• Provide recommendations including issuance timing, interest payment schedules, maturities, redemption features, and security provisions.• Ensure recommendations align with market conditions and City objectives for cost–effective financing.4. Market Information and Monitoring• Advise the City on bond market conditions, comparable upcoming issuances, economic indicators, and timing considerations for sale.(2) The contract period will be for one year.(3) Pre–bid meeting will be held on July 21, 2026
